"when there is a high unemployment in the country in terms of resources the government should adopt the 'keynesian remedies of public works' as that will increase the government expenditure in the country and thus reducing unemployment of resources.
However when there is a large increase in government expenditure, the national income will increase with the governments expenditure. As it is increasing, it is moving away from the employment equilibrium which only happens when aggregate demand is equal to aggregate supply.
